Why is the USB 4 Enclosure with Samsung M.2 SSD slower in Windows 10/11?

At present, all brands of USB 4 NVMe SSD Enclosure use Samsung's M.2 NVMe SSD, and the read and write speed on Windows computers is relatively slow, basically not exceeding 600MB/S. The speed on the MAC device is OK, but the speed performance of other brands of SSDs in these two operating systems is not so different.
